To increase the number of foreign investors, students and tourists in China, the Japanese Foreign affairs Minister authorized China visa issuing entities to start giving visa to China cards to individual travelers on effect from July, 2009. Some tough restrictions in the China visa London processing procedure were eliminated to meet the high client turn out. The waiting period after application is exact and at times the visa to China can be received earlier. However, all necessary conditions, consular fees and other details must be presented as accurately as possible. Faster processing is no loophole to relax and present fake or non-detailed forms.

In regard to the present era, Visa to China consulates in Japan can allow travels in groups of up to four people in company of travel guides from China and Japan. A senior official in Japan's Foreign Affairs Ministry explained that the forward step was taken to respond to cries from the people of China that they wished to live in Japan with travel guides of their home origin. They longed to be more sovereign and they really did!

The new rule followed a previous discussion and agreement between Taro Aso, the Prime Minister of Japan and China's senior government officials during a visit to China in April, 2009. After a long debate, they both came to a consensus which was executed later to appease Chinese people and even China visa London holders. I guess Mr. Taro Aso must have had a Visa to China travel permit to attend the conference.

The policy was later enacted after Mr. Taro returned to Japan with a written proposal of what China representatives held as the voice from their people.

The policy will not be included in the constitution immediately; it was agreed that they will firstly set a trial period of one year to observe its movements. During the trial, only Japan Commissions and Beijing, Guangzhou and Shanghai consulates will be able to issue China visa under the same rule. After trial, all other consulate offices will be able to apply it in their Visa to China terms.

Japan has set forth a target of 1.25 Million China visa applicants by 2010 which is an estimated 40 Billion shillings return. Visa to China requests will be applied from the Japanese Commission in Beijing, Guangzhou and Shanghai consular offices in the course of the first 12 months.
