You will need to apply with your Russia visa form and all required documents at a Diplomatic mission or the Russian embassy in your country or city. Except for the Nationals of Germany and certain Asian countries except Japan, citizen of any other country can even for Russian visas from any other country in the world. Citizen of Europe, US, Australia and New Zealand will not be able to apply for a Russian visa from Germany. While applying for Russia Visa, you can submit all your documents through post, by visiting the Russian consulate personally, or through a travel agency in your country.
