For the UK referees section on the India visa form, you can put two contacts anywhere in the UK who you would want contacted in an emergency. This part of the India visa application is essential, and must be completed. For the Indian referee part of the form, if you know the name and address of the Indian hotel(s) you might be staying whilst in India, then you can put this. Friends, family or other links can be put on this part for your Visa to India application.
